NOTE: All motions at the meeting passed 9-0.

(7-23-25) The deletion of football playoff qualifiers per region from 18-to-12 teams may cost an increase in adult ticket prices in the future, due to an estimated loss of $1million in ticket income. The June 12th Ohio High School Athletic Association (OHSAA) board minutes indicated the concern of the board as they approved (9-0 vote) the upcoming budget.

Although not tied to the football playoffs, it was recommenced that schools athletic enrichment fund will most likely be cut from $2,000 last year to $1,250 this year.

The OHSAA elected a new President and VP for the board in ‘Kamala Harris’ type election process.

Skaggs and Evans

Walt is a 1987 graduate of Shadyside High School. He received his bachelor’s degree from Muskingum College in 1991 in clinical psychology and his master’s degree in education administration from the University of Dayton in 1992. He then completed additional coursework through Franciscan University to receive his superintendent’s license.  Walt completed his doctoral degree in education administration through Ohio University in the spring of 2016.

Upon graduation from Muskingum College, Walt accepted a graduate assistant position at Ohio Northern University, where he served as assistant coach for the sports of football, wrestling and softball and was the head strength and conditioning coach. He began his teaching and coaching career in 1994 at Lima Senior High School, where he taught developmentally handicapped students, was a varsity football assistant (1996 Division I state champions) and the head coach for wrestling and tennis. In 1997, he moved back to Belmont County to serve as assistant principal and assistant football coach (defensive coordinator) at St. Clairsville High School. Walt became principal at the high school in 2000 and served in that capacity for eight years before becoming superintendent in June 2008. He held the dual duties of superintendent and high school principal from 2010-18.

Walt began serving on the East District Athletic Board in 2008 (president from 2013-15). He has previously served partial terms on the OHSAA Board of Directors during the 2009-10, 2015-16 and 2017-18 school years. He is also a member of the executive board of the Ohio Valley Athletic Conference (president 2013-15), the Buckeye Association of School Administrators and the Executive Board of the Coalition of Rural and Appalachian Schools (CORAS). In addition, he was the co-founder of the Buckeye 8 Athletic League, where he served as president from 2003-08.

Walt resides in St. Clairsville with his wife of 32 years, Denise.  They are the proud parents of two sons, Cole, who was married in June of 2023 to Cassie Tallman, and Reese, who is currently in the graduate program at West Virginia Wesleyan College.

Evans is a 1999 graduate of Eastern High School in Reedsville, Ohio, where she was valedictorian while participating in volleyball, basketball and softball. She earned her Bachelor of Arts degree in Secondary Education (integrated language arts) in the fall of 2003 from Ohio University and later obtained her master’s degree in education administration from Ohio University, completing licensure programs for both principal and superintendent.

Evans spent 12 years in a variety of roles at Belpre City Schools. She taught middle school language arts for five years before becoming the assistant principal for the next seven years. Evans coached Belpre’s varsity volleyball team for four years and varsity softball team for 12 years (two as assistant, 10 as head coach) and spent her last eight years at the district as Belpre’s athletic administrator. Evans then took a position in the Federal Hocking Local School District, where she resides and is in her second year as the district’s director of athletics and student services.

Evans has served on the Southeast District Athletic Board (SEDAB) since 2014. She began as the interim Class A Representative position for one year and was then elected as the female representative the following year and has remained since. She served as the SEDAB president for the 2019-2020 school year and is the sport liaison for softball.
