OHSAA Sanctions Against Dayton Dunbar Football and District

(4-7-2017) Dayton Public Schools will pay a high price for actions taken by the Dayton Dunbar football coaching staff.

OHSAA RELEASE

The Ohio High School Athletic Association announced the conclusion of its investigation into the Dayton Public School District and the penalties coming from events that took place on Week 10 (October 28th) of the 2016 OHSAA football season in a game between Dunbar and Belmont.

This is what started the investigation, Dunbar football players received instructions at halftime (leading by 20 points).  According to reports (not all agree on what took place), Dunbar’s athletic director and the football coaches met with Dayton Public Schools Athletic Administrator Mark Baker and were told to lose the game intentionally so the school would not need to report the use of an ineligible player and that would also allow for an additional Dayton Public School to qualify for the playoffs. As the third quarter started Game officials noticed what was taking place and stopped the game.  Both of the Head Coaches were called to midfield and instructed to tell their players to play the game correctly or the game would be stopped and further actions would be put in place.

After the officials met with both coaches at midfield, the game was played to its conclusion with no further incidents, but that is when the OHSAA investigation began. It resulted in Dunbar forfeiting its Week 9 and 10 games for using an ineligible player, missing the playoffs and causing the reshuffling of playoff qualifiers in Southwest Ohio.

Sanctions

  • $10,000 fine issued to the Dayton Public School District
  • three years probation for all Dayton Public School
  • public reprimand
  • the requirement that DPS athletic administrators attend required meetings with the OHSAA compliance staff.
  • if further violations of the same nature occur while the district is on probation, the membership status of all member Dayton Public Schools could be pulled.
  • If there are no further violations by the Dayton Public School District, one year of probation will be rescinded and $2,500 of the fine shall be refunded.

Dr. Dan Ross, OHSAA Commissioner

“This is among the most serious and disturbing incidents I have seen because it strikes at the very core of what high school sports are all about. Our mission is to teach our youngsters about responsibility, fair play and sportsmanship. The vast majority of our coaches and school administrators do that every day. Even more significant penalties were discussed, but we didn’t want to harm the kids because they were the ones caught in the middle of this.”

The violation is of OHSAA Bylaw 3 – Administrative Responsibility and Institutional Control, which is in place to uphold the values and integrity of education-based athletics.

The Results of the forfeits for the 2016 playoffs

Competitive Balance-How Do You Like Me Now?

(4-7-17) A lot of Stateline area fans were a little surprised yesterday to see the placements for the 2017 football season.

In the beginning of the Competitive Balance process OHSAA public schools wanted OHSAA private schools to be regulated due to their past success in most of the State tournaments to level the playing fields.

The OHSAA membership recently passed a plan after several earlier votes failed.  Most experts will agree that this plan is one of the most complicated formulas in the US out of all the state associations to handle the public vs private issue. The plan is unique to many that are in place in other states because it puts all of the OHSAA member schools into the process.

The new plan places all five Mercer County MAC football schools into D VI, Coldwater, who was the State Runner-up in D V last season, moved down, while Ft. Recovery who had a successful tournament run is moved up to D VI.  Those were the only two MAC schools who were moved, but it changes the playing field for the 2017 playoffs.

The movement will allow only one Mercer County school  the opportunity to be a State Football Champion, last season Marion Local won the D VI title, Coldwater was the D V runner-up.  In 2015, Coldwater took the D V title, Marion Local the D VI championship and Ft. Recovery won their first State title in D VII. That’s one certainty from the changes.

MAC Football

  • Versailles – V
  • Anna – V
  • Coldwater – VI – down one division due to Competitive Balance
  • Ft. Recovery –  VI – up one division due to EMIS
  • Marion Local – VI
  • Parkway – VI
  • St. Henry – VI
  • Minster – VII
  • New Bremen – VII
  • Delphos St. Johns VII

This past footnall season in the WBL three schools tied for the conference championship, two of the three tri-champions were dropped a division.  St. Marys dropped from D III to D IV (one division down due to EMIS) and Ottawa-Glandorf  (one division down due to EMIS) dropped from D IV to D V.

Coldwater, St. Marys and O-G all had play-off seasons and they all end up dropping one division, hmmmm, go figure.

The process includes many elements, one being the honesty of the school filling out the forms that determine the enrollment numbers.  How do you get competitive balance in OHSAA football, put all of the MAC football powers into the same division.

EMIS Codes

  • Moved up a Division due to Competitive Balance (CB)
  • Moved up a Division due to EMIS (enrollment) numbers (or through a combination of EMIS plus CB)
  • Moved up due to EMIS, down due to Competitive Balance (CB) but net result is same Division as 2016
  • Moved down a Division due to Competitive Balance (CB)
  • Moved down a Division due to EMIS (enrollment) numbers
  • Moved down due to EMIS, up due to Competitive Balance (CB) but net result is same Division as 2016

EMIS Sent

It seems the MAC also took a competitive balance ‘hit’ in volleyball.

Five of the ten members changed divisions, four of the Mercer County MAC members are now in D IV, with Ft. Recovery Parkway and St. Henry moving down from Div III to join Marion Local in D IV.

So here is one move that puzzles many in all of these changes, Minster who went 3-6 in the MAC, 16-9 overall moves up one division from IV to D III, and is now in the same division as Versailles and Coldwater.

MAC Volleyball

  • Coldwater – III
  • Versailles – III
  • Minster – III – moves up due to EMIS
  • Ft. Recovery – IV – moves down due to EMS
  • Marion Local – IV
  • Parkway – IV moves down 1 division due to Competitive Balance
  • St. Henry – IV moves down 1 division due to EMIS (enrollment) numbers (or through a combination of EMIS plus CB)
  • New Bremen IV
  • New Knoxville IV
  • Delphos St. Johns IV

Is the new Competitive Balance plan working? Who benefited from the change, Public or Private schools? Will changes and adjustments take place? Who wins and who loses with the changes? So is their a success factor mixed in this formula?

 Release from OHSAA-
COLUMBUS, Ohio (April 6th, 2017) – New divisional breakdowns for the upcoming fall sports, which for the first time include Competitive Balance roster data in football, volleyball and soccer, were approved Thursday morning by the Ohio High School Athletic Association Board of Directors during its April meeting. Division assignments are based on school enrollment numbers provided by the Ohio Department of Education, and then modified in football, volleyball and soccer based on Competitive Balance factors that OHSAA member schools approved by referendum vote in 2014.
Of the 718 schools that play football in Ohio, 75 schools moved up to a higher division due to competitive balance and/or a higher base enrollment number. In volleyball (790 schools), 51 moved up a division. In girls soccer (522 schools), 24 moved up a division, while in boys soccer (571 schools), 30 moved up a division.
Dr. Dan Ross, OHSAA Commissioner
“This is a journey that we have been on for more than eight years to get to this point. Today’s approval of the fall sports divisional breakdowns is the result of countless hours of work by our staff and our member schools. For the first time in OHSAA history, enrollment isn’t the only factor in determining a school’s division in certain sports. But the journey isn’t over. We will study the results of this first go-around and discuss with the Competitive Balance Committee and the board.”
According to Competitive Balance regulations, the previous season’s roster data (grades 9-12) is used for affecting the following season’s additional roster count in the selected sports. The additional roster count is added to the school’s base enrollment number to determine the final adjusted enrollment count before divisional placements are made. More information on Competitive Balance, which affects baseball, basketball, football, soccer, softball and volleyball, is posted at: http://www.ohsaa.org/School-Resources/Competitive-Balance-Resource-Center
Dr. Dan Ross, OHSAA Commissioner
“The committee studied the competitive balance factors and we listened to the feedback from our member schools. As we’ve said all along, our goal is to keep public and non-public schools together in the same postseason divisions, but Competitive Balance will help place those schools in the correct division based on the makeup of their roster. We are very pleased that this is now off the ground and we can see the results. We’ll continue to gather feedback and see what changes, if any, the committee wants to propose to the membership to vote on in the future.”
Winter sports divisional breakdowns will be presented to the board at its June meeting and spring sports will be presented in August.

Look Out! Here Comes the Flyers

Coach Norman Dale

There’s a, um tradition in tournament play- not to talk about the next step until you’ve climbed the one in front of you. I’m sure going to the state finals is beyond your wildest dreams, so let’s just keep it right there.

(3-12-17)  When the OHSAA boys basketball tournament started not many of the local high school basketball  experts were picking the Marion Local Flyers as a District title champion and advancing to the Regionals.  The Flyers ended the regular season at 14-8 (7-2 MAC) and they were nowhere to be found in the final AP D III rankings. When the seeds came out for the Lima Senior District, they were seeded #3.

When you look back on the season it was another late start for the Flyers due to another State Football Title by the football team in the fall.  That is becoming a yearly habit, so give Marion Local basketball a lot of credit for adjusting to that situation.

In the SSN preseason look at what Marion Local Coach Kurt Goettemoeller said:

Goals for this season

Try to get better everyday learning to be consistent with our preparation. Play our best basketball in February and March.

The Flyers started the season with Junior Tyler Mescher and Sophomore Nathan Bruns as the only two returning starters and both have proved they are a big part of this tournament run.  It has been a total team effort to make this team tournament ready.

In their biggest test of the tournament run, they beat State-ranked Wayne Trace (22-3) 66-65 on Saturday night,  thanks to a Bruns game-winning three from the right corner with just two seconds remaining in the  game.  Bruns finished the game with 19 points and 11 rebounds  and a big key was the the Flyers shooting 50% behind the line  (11 of 22).  Four players stepped up to hit those 3’s, Bruns and Tyler Prenger had 3 treys, Matt Kahlig and Matt Rethman both added two apiece.

Marion Local Head Coach Kurt Goettemoeller told the Crescent-News after the win:

“What an unbelievable basketball game. We just hit big shot after big shot. We just kept battling the whole way.”

The Flyers now advance to the D III Regionals as a member of the ‘Sweet 16’ and will play Milan Edison on Wednesday (3-15) at Bowling Green.  Edison beat Western Reserve 44-35 to win the Norwalk District and they might be a little surprised if they read the game story of their District title win in the Sandusky Register on who they are playing:

sandusky
Sandusky Register story –

The Flyers are just two wins away from going to Columbus, it’s been a season of building for the right time and overcoming some obstacles.  It’s a tribute to the Marion Local basketball program to be the only Mercer County representative still playing tournament basketball.

D III Boys Basketball Tournament Brackets

How both teams reached the Regionals:

Marion Local

(14-8, 7-2 MAC)  17-8

#3 seed at Lima District

  • beat #8 Allen East – 64-46 – Sectional Final
  • beat #2 Spencerville – 44-42 – District Semifinal
  • beat #1 Wayne Trace – 66-65 – District Final

Milan Edison (13-9) 16-9

#2 seed at Norwalk District

  • beat #10 Bucyrus – 72-40 – Sectional Final
  • beat #4 Margaretta – 38-32 – District Semifinal
  • beat #3 Western Reserve – 44-35 – District Final

This Regional match-up features one team with 8 losses and the other with 9, but both are 3-0 in the tournament. That’s what makes HIGH School basketball tournaments so much fun.

February 6, 2017 OHSAA Member School principals were sent via US Mail and email their school’s enrollment figures for review.  Schools that believe the ODE has miscalculated their enrollment can file an appeal with the OHSAA no later than Friday, February 24, 2017.  Appeal procedures were sent to all school principals.  Following the appeals, the OHSAA Board of Directors will approve the FINAL enrollment numbers which will be posted here.
